Welcome to the West Burlington Utility Billing Department!

The Utility Billing Department processes billing and payments. The city provides water, sewer, garbage, and recycling services. 

Utility Service Application - New Customer

Download a copy of the Utility Service Application Form.

Complete the Utility Service Application and return it to West Burlington City Hall, 122 Broadway Street, West Burlington, IA, along with the deposit payment (cash or check only) and Photo ID. If you are renting the property, please provide a copy of your lease or a letter from the property owner showing you have possession of the property for billing purposes. Utility Service Applications are also available at City Hall. Please allow a 24-hour notice to schedule a service order establishing a new account. Service orders are scheduled between 8 am to 3 pm, Monday through Friday. Please contact West Burlington City Hall at 319-752-5451 if you have any questions.

Convenient Bill Paying Options

Drop-off Utility Payment Boxes
Please feel free to use our convenient payment drop boxes located in the parking lot behind City Hall and before the front door entrance of City Hall along Broadway Street. These boxes are emptied daily and are monitored with 24-hour security system.

Direct Payment
If you don't like making a trip to City Hall each month and want to save on stamps, consider enrolling for our Direct Payment Plan. Please complete a Direct Payment Form (DOC) and return it to City Hall along with a copy of a voided check. Payments can be taken directly from a checking or savings account on the 12th of each month. Customers will still receive the postcard statement showing the billing information.

Convenient Online Bill Pay
In addition to our convenient Direct Payment, we offer online bill pay. Use your credit card or debit card to pay your water bill. Click Here to pay your bills online. Note: There is a fee for using online bill pay.

Duties and Responsibilities:

  • Billing and collecting monthly water, sewer, garbage, and recycling fees
  • Maintain records pertaining to the water and sewer utility customer accounts
  • Provides secretarial support for Department Heads
  • Coordinating work orders with the Public Works Department
  • Greet citizens, answer telephones, and direct calls to appropriate departments
