Understanding West Burlington’s Future Housing Needs

In 2023, the Greater Burlington Area Housing Task Force, in partnership with the Southeast Iowa Regional Planning Commission (SEIRPC) and Hanna:Keelan Associates, completed a comprehensive Housing Needs Assessment for Des Moines County and its communities, including West Burlington. This vital study identifies current housing challenges, forecasts future demands, and outlines a strategic plan to ensure the county’s housing stock supports long-term growth and stability.

Key Findings

Population & Household Trends
Des Moines County’s population is projected to slightly decline to 37,767 by 2033. However, proactive community initiatives could reverse this trend by attracting new residents and retaining workforce talent.

  • Housing Demand
    By 2033, Des Moines County will need approximately 821 new housing units, including 428 rental units and 393 owner-occupied units. West Burlington and Burlington are expected to lead this growth.
  • Vacancy Rates & Deficiencies
    With an adjusted vacancy rate of just 3.2%, the county faces both owner and rental housing shortages. More available and code-compliant housing is critically needed.
  • Rehabilitation & Demolition Needs
    Up to 834 existing housing units countywide could be targeted for rehabilitation. However, approximately 304 units are considered beyond repair and should be demolished and replaced.
  • Senior & Workforce Housing
    Affordable and market-rate housing options for seniors (55+) and workforce populations are top priorities. This includes duplexes, townhomes, and apartments with accessibility features and amenities.
  • Cost Burdened Households
    Over 46% of renter households and 16% of owner households in Des Moines County are cost-burdened, spending more than 30% of their income on housing costs.

Strategic Recommendations

To meet these needs, the Housing Task Force proposes:

  • Creating a County-Wide Land Bank Program to acquire and repurpose distressed properties.
  • Expanding owner and rental rehabilitation programs, especially in areas with aging housing stock.
  • Developing both affordable and market-rate housing for seniors and families.
  • Supporting employer-assisted housing and first-time homebuyer programs.
  • Prioritizing mixed-income and infill developments within Burlington and West Burlington.
